ঢাকা বিশ্ববিদ্যালয়ের (ঢাবি) রাষ্ট্রবিজ্ঞান বিভাগের ২০১৭-১৮ শিক্ষাবর্ষের শিক্ষার্থী ইনাম মাহমুদ রিমন। সম্প্রতি তিনি ৪৭তম বিসিএসের চূড়ান্ত ফলাফলে পুলিশ ক্যাডারে সুপারিশপ্রাপ্ত হয়েছেন। এর আগে ৪৬তম ও ৪৯তম বিসিএসে শিক্ষা ক্যাডারে তিনি সুপারিশপ্রাপ্ত হয়েছিলেন।
ছোটবেলা থেকেই ইনাম মাহমুদ রিমনের দেশ ও মানুষের সেবায় নিজেকে নিয়োজিত রাখার স্বপ্ন ছিল। সেজন্যই দেশের সর্বোচ্চ বিদ্যাপীঠে পড়াশোনার পাট চুকিয়ে পাবলিক সার্ভিসের দিকে আসা তার।
গত ২৮ জুন ৪৭তম বিসিএসের চূড়ান্ত ফলাফল প্রকাশ করেছে সরকারী কর্ম কমিশন (পিএসসি)। এতে পুলিশ ক্যাডারে মেধাক্রম ৭৫তম ছিল রিমনের। এর আগে ১০ জুন তার ভাইভা হয়েছিল। এতে বোর্ড প্রধান ছিলেন পিএসসির সদস্য ড. মো. নাজমুল আমীন মজুমদার। তিনি ক্যাডার চয়েস লিস্ট দিয়েছিলেন যথাক্রমে পররাষ্ট্র, পুলিশ ও প্রশাসন।
ইনাম মাহমুদ রিমন জানিয়েছেন, তার ভাইভার সময় ছিল ১৫ মিনিটের একটু বেশি। এতে ৯০% প্রশ্নই ছিল ইংরেজিতে। একটি বাদে বাকি সব প্রশ্নের উত্তর গুছিয়ে দেওয়ার চেষ্টা করেছেন তিনি। ভাইভা বোর্ড খুবই অমায়িক ও বন্ধুত্বপূর্ণ ছিল বলে তিনি জানান।

বোর্ড চেয়ারম্যান: You have already been recommended for the Education Cadre, which is a great & respectful cadre service. Then, why do you want to change this cadre?
রিমন: Sir, Actually I'm very much greatful and honored to have been recommended as an education cadre and I respect the cadre's role in nation-building.
However, my first priority was always the BCS Foreign Affairs Cadre, which will give me opportunities to represent my country in the global stage. (স্যার হাসিমুখে উত্তর নিলেন)

রিমন: The most recent and significant achievement is Bangladesh’s victory in the election to the Presidency of the 81st session of the United Nations General Assembly. Bangladesh’s candidate, Foreign Minister Dr. Khalilur Rahman, won the election against Andreas Kakouris from Cyprus on 2 June 2026 (সাম্প্রতিক তথ্যটি সুন্দরভাবে বলাতে স্যার খুব খুশি হয়েছেন).

রিমন: This achievement can benefit Bangladesh in several ways. Firstly, it will enhance our country’s diplomatic prestige and international visibility. Secondly, it will provide Bangladesh with a stronger platform to promote its national interests, particularly on issues such as climate justice, migration, peacekeeping and Rohingya issue. রিমন: Yes Sir. It is the recent guiding principle of our current foreign policy, introduced by the current government.

রিমন: Yes, Sir. Bangladesh First Policy is a sovereign foreign policy, prioritizing Bangladesh’s national interest, sovereignty, security, economic development and the welfare of its people as the centre of our foreign policy.
বোর্ড এক্সটার্নাল-১: Sovereign Foreign Policy! Interesting term. Can we say that Bangladesh gained its independence in 1971 but popular sovereignty in 2024?
রিমন: Bangladesh has been a sovereign state since 1971. However, over the years, our foreign-policy choices have sometimes been influenced by geopolitical realities and the interests of powerful neighbouring countries, particularly India. After the political change in 2024, Bangladesh has sought to pursue a more independent and interest-based foreign policy, where national interests, sovereignty and strategic autonomy receive greater priority (উত্তর স্যারের পছন্দ হলো).
ইনাম মাহমুদ রিমনের ভাইভার সময় ছিল ১৫ মিনিটের একটু বেশি। এতে ৯০% প্রশ্নই ছিল ইংরেজিতে। একটি বাদে বাকি সব প্রশ্নের উত্তর গুছিয়ে দেওয়ার চেষ্টা করেছেন তিনি। ভাইভা বোর্ড খুবই অমায়িক ও বন্ধুত্বপূর্ণ ছিল বলে তিনি জানান।

রিমন: We should pursue a policy of mutual respect, peaceful cooperation & equal benefits. As we follow the principle of "Friendship to all, malice to none". (স্যার হাসিমুখে পরের প্রশ্নে গেলেন)

রিমন: Of course, Sir. We should follow the Article 25 of our constitution as the guideline principle, which mentions the promotion of international peace, security and solidarity.
The State shall base its international relations on the principles of respect for national sovereignty and equality, non interference in the internal affairs of other countries. (স্যার মনোযোগ দিয়ে শুনে বললেন, You have deep understanding of foreign policy)

রিমন: Yes Sir. I have some practical leadership experience. During my university life, I served as the President of my Upazila Students’ Organization, where I had to coordinate members, organize different activities and work with people from diverse backgrounds. I also served as the General Secretary of an academic organization called Lyceum in my residential hall, where I was involved in organizing academic programs and coordinating team members.

রিমন: The ancient Greek philosopher Aristotle was the founder of lyceum. (গুছিয়ে বলাতে খুশি হলেন। পরবর্তীতে বাংলায় প্রশ্ন শুরু করলেন)

রিমন: স্যার, আমার অধিক্ষেত্রে দাঙ্গা হলে প্রথমে আমি পরিস্থিতি দ্রুত মূল্যায়ন করব এবং ঊর্ধ্বতন কর্মকর্তাকে অবহিত করব। এরপর প্রয়োজনীয় পুলিশ সদস্যদের দ্রুত সংগঠিত ও কৌশলগতভাবে মোতায়েন করে মানুষের জীবন ও সম্পদের নিরাপত্তা নিশ্চিত করব এবং সংঘর্ষরত পক্ষগুলোকে আলাদা করার চেষ্টা করব। একই সঙ্গে পরিস্থিতি শান্ত করতে আলোচনা ও বোঝানোর মাধ্যমে উত্তেজনা প্রশমনের চেষ্টা করব।

রিমন: স্যার, ফৌজদারি কার্যবিধি, ১৮৯৮-এর ধারা ৫৪ অনুযায়ী, নির্দিষ্ট পরিস্থিতিতে পুলিশ ওয়ারেন্ট ছাড়াই গ্রেপ্তার করতে পারে। যেমন—কোনো ব্যক্তি পুলিশের সামনে আমলযোগ্য (cognizable) অপরাধ করলে বা করার অভিযোগে যুক্তিসঙ্গতভাবে অভিযুক্ত হলে, অথবা তার বিরুদ্ধে এমন অপরাধে যুক্তিসঙ্গত অভিযোগ, বিশ্বাসযোগ্য তথ্য বা যুক্তিসঙ্গত সন্দেহ থাকলে।

রিমন: Sir, Bangladesh should maintain a balanced and principled foreign policy. Our policy should be neither pro-Iran nor pro-USA; it should be pro-Bangladesh, pro-peace and based on international law. (উত্তরটি স্যারের মনে ধরেছে। স্যার মুচকি হাসলেন)
